چکیده

Education researchers and policymakers agree that teachers differ in terms of quality and that quality matters for student achievement. Despite prodigious amounts of research, however, debate still persists about the causal relationship between specific teacher credentials and student achievement. In this paper, we use a rich administrative data set from North Carolina to explore a range of questions related to the relationship between teacher characteristics and credentials on the one hand and student achievement on the other. Though the basic questions underlying this research are not new -and, indeed, have been explored in many papers over the years within the rubric of the “education production function” -the availability of data on all teachers and students in North Carolina over a ten-year period allows us to explore them in more detail and with far more confidence than has been possible in previous studies. We conclude that a teacher’s experience, test scores and regular licensure all have positive effects on student achievement, with larger effects for math than for reading. Taken together the various teacher credentials exhibit quite large effects on math achievement, whether compared to the effects of changes in class size or to the socio-economics characteristics of students, as measured, for example, by the education level of their parents.

Teacher Performance-Based Accountability: Why, What and How

Recent research has identified teacher quality as the most important variable in increasing student achievement. The effect of the teacher on student achievement has been shown to be greater than effects due to class size, school, and student socioeconomic status (Sanders & Horn, 1998). Yet proxies implemented by states and districts to determine teacher quality have been woefully inadequate. T...

Would Accountability Based on Teacher Value-added Be Smart Policy? an Examination of the Statistical Properties and Policy Alternatives

Abstract: With annual standardized student testing, it now may be feasible to measure the contributions to student achievement made by individual teachers. But will these “teacher valueadded” measures help to improve student achievement and learning? I address this question through a “policy validity” framework” that includes three factors: (a) statistical validity, i.e., how well teacher value...

" The Impact of Teacher Credential s on Student Achievement in China Jessica

Teacher quality is an important factor in improving student achievement. As such, policymakers have constructed a number of different credentials to identify high quality teachers. Unfortunately, few of the credentials used in developing countries have been validated (in terms of whether teachers holding such credentials actually improve student achievement). In this study, we employ a student-...

Nber Working Paper Series Teacher Credentials and Student Achievement in High School: a Cross-subject Analysis with Student Fixed Effects

We use data on statewide end-of-course tests in North Carolina to examine the relationship between teacher credentials and student achievement at the high school level. The availability of test scores in multiple subjects for each student permits us to estimate a model with student fixed effects, which helps minimize any bias associated with the non-random distribution of teachers and students ...
